UN urges establishment of constitutional framework ahead of elections in Libya

TRIPOLI, Feb. 8 (Xinhua) -- The UN envoy to Libya on Thursday called for establishing a constitutional framework ahead of the upcoming elections in the war-torn North African country.

Ghassan Salame, the special representative of the UN secretary-general and head of the UN Support Mission in Libya (UNSMIL), issued the call during a meeting with a delegation from the city of Zawiyah, 45 km west of the capital Tripoli, at the UNSMIL's headquarters in Tripoli.

"Voter registration must be completed and a referendum law must be established prior to holding a referendum on the constitution," Salame said.

It's logical to have a constitutional framework before holding on elections, he explained.

Meanwhile, the delegation from Zawiyah presented a number of key points for achieving a consensus and ending the political division in the country.

The delegation suggested to have a constitutional framework prior to the elections, combat corruption, limit foreign interference in Libyan affairs, and return all internally displaced people.

It is part of a series of meetings the UN envoy held with politicians and representatives of Libyan cities for the first time since the UNSMIL began its work in Libya.

On Wednesday, the Libyan Supreme Court postponed its final ruling on the suspension of the draft constitution until Feb. 14.

In August 2017, the appeals court ruled that the draft constitution should be suspended on grounds that the Assembly held the voting session on a holiday.

Last November, Salame announced that the UNSMIL was seeking to ensure that the elections will be held before the end of September 2018.

On Dec. 6, the Libya Higher Commission of Elections opened registration for voters for two months, and recently extended the registration until mid-February.
